Generally it's not the dead/undead you have to worry about where I'm from. The living cause enough problems.

My universe has thousands of worlds spread across space. High tech options like faster than light travel's known as exotics. To get exotic technology to work, society has to live by a calendar designed to make exotic technology to work. This isn't a general make technology work calendar. Different polities have different calendars and different tech.
Calendars include everything from the length of a minute, hour, day, week, month, year, etc to special rituals that take place every day. Generally these special days/rituals are tied to events that cause calendrical spikes in your favor (like a battle you win). Everyone in society has to live by these calendars even if it means living at odds to the natural turning of the planet. A bit weird, but so far so tame.
Trouble is, pretty much every society has built their calendars around ritual torture. Not merely execution. Torture. Like fire through someone's veins that takes hours to kill them. Not merely one person. But every planet. Every major spaceship. Thousands of people being tortured this way for this one day every year. Everyone else must come and watch and repeat the prayers etc. If they don't, the calendar breaks down. If you don't, you're the next heretic to get tortured.
People rebel all the time, but the heretics (as they're called) are as bad as the state government. They simply have a different calendar and torture people in different ways. I'd know, I've put them down enough times. That's one of the shittiest parts of being military. Seeing all the new ways people come up with being horrible to each other and the new horrible forms of technology they come up with.
